Not all dried paint is 100 percent removable, here are some suggestions. Use a citrus gel solvent spotter formulated for carpet. A gel stays on top of the carpet fibers and slows evaporation allowing the solvent to dissolve the paint. Volatile spotters normally contain tetrachloroethylene or perchloroethylene, suspected carcinogens.
