The primary means of reducing air conditioning cost is to provide good insulation in the facility to prevent the loss of the cooled air by either radiation or convection.
Keep doors and windows closed; use air lock entries; control outside air exchange; and insulate outside walls and the roof.
Insulated glass is an option, if you have a lot of glass in the structure.
